City Commission Approves Frazier Brothers Edition Replat and Access Easement

The Salina City Commission unanimously approved the Frazier Brothers Edition replat and an associated access easement vacation during their regular meeting on August 11, 2025.

The property, located on the south side of York Street just west of Ohio Street, was originally part of the East Gardens Edition platted in 1913. According to city staff, the original plat consisted of 30 separate lots, many of which were replatted in the 1970s as part of the North Industrial Park urban renewal project.

Applicants Mike and Mark Frazier proposed dividing the parcel, which currently contains three buildings, into four separate zoning lots. Three of the lots would accommodate the existing buildings at 1018, 1012, and 1002 York Street, while the fourth would create a vacant developable lot to the south.

City staff noted that all four lots would have access to public streets, with the first three accessing York Street and the fourth accessing Francis Avenue. The approval included the vacation of an existing 24-foot wide access easement along the east edge of lot one.

During the presentation, staff confirmed there are no utility easements existing or proposed for the property, and none are needed. The only easement matter for consideration was the vacation of the access easement.

The Planning Commission had previously reviewed the request on July 15, voting 8-0 to approve the plat. The City Commission's action concurred with the Planning Commission's recommendation, authorizing the mayor to sign the plat on behalf of the city.

No members of the public offered comments on the item during the meeting. The motion passed with a 5-0 vote."
