Planning Commission Tackles Multiple Applications, OKs North Salina Development

The Salina Planning Commission convened Tuesday, July 1, addressing multiple land use applications, including a rezoning request and a final plat approval for a North Salina property.

Commissioners unanimously approved application Z255, filed by Gary Norris, to change zoning from RS (Residential Suburban) to R1 (Single Family Residential) for a 1.1-acre tract at 1003 North 12th Street. The rezoning will allow the property to be divided into two building lots.

Norris, a realtor with Millwood Realty, explained his motivation for the project included infill development and creating more manageable lot sizes, noting that "a 1-acre lot is not really appealing to many customers."

Following the rezoning approval, the commission also approved application P25-3A, the final plat for Logan Reserve Addition. The plat creates two residential lots - one irregularly shaped lot measuring 130 feet by 204 feet (26,208 square feet) that will contain the existing home, and a second 70-foot by 203-foot lot (14,228 square feet) intended for future residential construction.

City staff confirmed the existing home has a pre-existing non-conforming front yard setback of 16 feet instead of the currently required 25 feet. This setback will be grandfathered in, while any new construction on the second lot will need to meet current R1 zoning requirements.

In other business, commissioners postponed consideration of application P25-2-2A filed by Frasier Brothers to the July 15 meeting due to the applicants' absence.

During public comment, Richard Albert Humphrey suggested future consideration of neighborhood gardens for open lots in residential areas.
