Salina, Kan. – Kansas Republican Party Chair Danedri Herbert provided Salina311 with the official rules governing the Party’s mail permit following questions about a political mailer recently distributed in Salina ahead of Tuesday’s election.

Herbert shared the “Rules and Procedures for Using the Kansas Republican Party Mail Permit,” a document approved by the Party on May 1, 2025, outlining how and when the GOP’s statewide bulk mail permit may be used by candidates.

According to the policy, any mail piece using the permit must be reviewed and approved by either the Chair or the Executive Director of the Kansas Republican Party before it is printed. The permit may not be lent or delegated to any candidate, political action committee, or other entity. Each mailer must also include the disclaimer:

“Paid for by the Kansas Republican Party, Roger Lomshek, Treasurer.”

In her email to Salina311, Herbert wrote:

“Attached, please find a copy of the rules and procedures for using the Kansas Republican Party mail permit. These rules were drafted by a small ad-hoc committee and approved on May 1, 2025.”

Salina311 reached out to Herbert seeking clarification on additional points, whether she personally approved the Salina mailer, confirming Party rules require the Kansas GOP to disclose who designed or paid for it. A response is still pending.

The mailer’s appearance has raised questions about the use of partisan messaging in officially nonpartisan races, particularly when multiple candidates share the same party affiliation.


What the Rules Say

According to the Rules and Procedures for Using the Kansas Republican Party Mail Permit (approved May 1, 2025):

  • Approval Required: All mailers must be reviewed and approved by the State Party Chair or Executive Director before printing.
  • Who May Use It: Only candidates or groups authorized by the Kansas GOP may use the mail permit. It cannot be transferred or used by outside organizations.
  • Content Guidelines: Mailers must comply with state and federal election laws and avoid material that could violate campaign finance regulations.
