Salina Weighs Broadway Median Contract: $548,718 with Prairie Landworks of McPherson

SALINA, KANSAS โ€” The Salina City Commission will consider awarding a contract for the Broadway Medians No. 4 Project to Prairie Landworks, Inc. of McPherson, Kansas, in an amount not to exceed $548,718.35, according to a staff report from the Public Works Department.

The project is the fourth and final phase of Broadway median improvements, continuing upgrades that have stretched from Marietta Avenue north to Republic Avenue.

Project scope

Work in this phase covers several segments along Broadway:

  • Republic to Dover: Replace asphalt median with stamped and pigmented concrete; upgrade 3.5-inch asphalt curb to 6-inch concrete curb and gutter; replace four curb inlet tops; add topsoil and reseed grass.
  • Dover to Comfort Heating & Air: Replace asphalt median with a combination of decorative concrete and topsoil/grass; upgrade to 6-inch concrete curb and gutter.
  • Comfort Heating & Air to Army Reserve: Similar combination of decorative concrete and topsoil/grass; upgrade to 6-inch concrete curb and gutter.
  • Army Reserve to Cloud: Replace asphalt with stamped and pigmented concrete; upgrade to 6-inch concrete curb and gutter.
  • North and south of State Street: Replace existing concrete median with stamped and pigmented concrete.

Bids and funding

Bids were opened October 9, 2025. Prairie Landworks, Inc. submitted the low bid of $522,588.90, approximately $50,000 below the engineerโ€™s estimate of $573,873.50. Smoky Hill, LLC of Salina submitted a bid of $623,561.70.

The 2025 Streets Sub-CIP includes $515,000 in Gas Tax funds for this phase. Staff proposes using an additional $33,718.35 in available Gas Tax funds to cover the remaining cost, bringing total project authorization to $548,718.35 (which includes a 5 percent construction contingency of $26,129.45).

Staff recommendation

Public Works staff recommends awarding the bid to Prairie Landworks, Inc. and authorizing the City Manager to execute a contract upon fulfillment of all bid prerequisites. Approval would complete the cityโ€™s four-phase effort to improve and beautify the Broadway medians along one of Salinaโ€™s most traveled corridors.
