The Salina City Commission will review and consider approval of Resolution 25-8318 on Monday, which would formally adopt the City’s 2026–2030 Capital Improvement Plan (CIP). The plan outlines major infrastructure, facility, equipment and utility projects scheduled over the next five years, along with anticipated funding sources.
What the CIP Includes
The City’s capital plan is divided into two categories:
• Five-Year CIP: Large, long-life projects often funded through cash or debt financing.
• Sub-CIP: Cash-supported purchases grouped into six categories: planning, buildings and facilities, parks, streets, vehicles and equipment, and water/wastewater enhancements.
The plan has already been reviewed by the Salina Planning Commission, which found the 2026 project list to be consistent with the Comprehensive Plan.
2026 Sub-CIP Spending Levels
As part of the 2026 budget, the City pre-approved funding allocations across multiple categories, including:
• $3.7 million for street maintenance
• $2.08 million from the Gas Tax Fund for streets
• $2 million for water/wastewater system enhancements
• $1.97 million for vehicle and equipment replacements from Sales Tax Capital funds
• $790,000 for parks maintenance
• $673,500 for buildings and facilities maintenance
• $100,000 for CIP planning
• $75,000 for hike/bike trails
• Additional allocations across sanitation, solid waste, ambulance, and water/wastewater operations
Each purchase exceeding $50,000, or any project that crosses that threshold as part of a larger scope, will return to the City Commission for approval after bidding.
Funding Notes
The City expects to use both cash and debt financing for the five-year project list. Larger projects may require temporary notes or general obligation/revenue bonds. Future financing terms will be developed with bond counsel and municipal advisors to ensure compliance with state law and city policy.
Commission Options
On Monday, commissioners may:
- Approve the CIP as presented.
- Approve the plan with amendments.
- Postpone the vote to a later date and request additional information.
- Deny the CIP and direct staff on 2026 capital spending priorities.14497
