The Salina City Commission has approved the adoption of the 2025 Uniform Public Offense Code, incorporating state-recommended updates along with long-standing local amendments recommended by the City Prosecutor’s Office.
Each year, the League of Kansas Municipalities publishes a new edition of the Uniform Public Offense Code, which cities may adopt to align local ordinances with state law. For 2025, the state recommended one update: expanded definitions related to trespassing on critical infrastructure, including above-ground and underground utilities supporting broadband, wireless, and video services.
Salina will continue several previous local modifications, including:
- Additional language under Disorderly Conduct related to depositing substances on another’s property when it does not qualify as criminal damage
- Local changes under Unlawful Discharge of a Firearm, permitting gunsmithing activity and discharge by the Salina Airport Authority for wildlife hazard mitigation
- Local provisions under air guns, bows, and similar devices, allowing approved instructional programs through the City or educational institutions
The ordinance also maintains exclusions for several offenses already addressed under existing Salina Municipal Code or more appropriately handled in District Court, including certain financial crimes and controlled substance violations other than marijuana.
Commissioners voted unanimously to approve Ordinance No. 25-11260, formally adopting the updated code and amendments.
