The Salina City Commission will convene Monday, September 8, 2025, at 4:00 p.m. in Room 107 of the City-County Building, with a study session beginning at 3:00 p.m. focused on redevelopment discussion.
Study Session on Redevelopment
The 3:00 p.m. study session will center on redevelopment plans that appear to involve a comprehensive mixed-use project called "Destination Salina." According to presentation materials, the project encompasses plans for the Central Mall area and surrounding properties along West Magnolia Road near Interstate 135.
The proposed development includes multiple components:
- A golf entertainment facility with driving range and mini golf
- Family entertainment center
- Mixed-use residential and retail spaces
- Restaurant and entertainment venues
- A "District" area with dining and recreational amenities
The presentation materials indicate the project would utilize a public-private partnership structure incorporating STAR bonds, transient guest tax, community improvement district funding, tax increment financing, and sales tax exemptions on construction materials. Total project costs are listed at approximately $146.18 million.
The materials reference Salina's current retail market position, noting 3.4 million on-site visits annually, $1.3 billion in total city retail sales, and no major competitor within 50 miles.
