Salina, KS — A petition to repeal Salina’s breed-specific legislation (BSL) regulating pit bull–type dogs has been certified by the City, moving the issue to the Salina City Commission for formal action.
Salina’s current ordinance prohibits the ownership or keeping of pit bull–type dogs within city limits unless registered before the ordinance took effect. Registered exemptions require microchipping, annual permits, insurance, and confinement rules.
With the petition certified, the City Commission must now decide whether to repeal the ban directly or place the matter on the ballot for a citywide vote, which is estimated to cost approximately $100,000.
Repeal Ordinance Scheduled for Review November 10
A draft ordinance prepared for consideration would repeal Salina Code Chapter 7, Article IX, removing breed-specific restrictions and establishing a policy that all dogs be regulated the same regardless of breed.

“We are excited to announce that the City has certified the petition, and it will now move on to the City Commission. They will have to decide whether to lift the ban or put it up for a public vote, which will cost an estimated one hundred thousand dollars and would take place next year. We are thrilled that our petition made it this far and we are waiting to see what the City Commission will do. We want to thank everyone who signed the petition and all of our supporters.”
Next Steps
If the Commission adopts the repeal ordinance on November 10, the change would take effect following publication.
If the Commission declines to repeal, the matter will be placed on a citywide ballot in 2026 unless a special election is called sooner.
