Longbine Flags Rare Tax Decrease: City of Salina Only Entity to Drop Mill Levy

During “Other Business,” Commissioner Bill Longbine pointed out a detail in this year’s property-tax statements, noting that the City of Salina was the only one of the seven taxing entities to show a decrease in its mill levy. He said he went line by line through his bill and saw a minus sign beside the city’s portion, calling it “definitely worth noting.”

Commissioner Dr. Trent Davis added a short aside: “There should’ve been applause for that.”

The update comes in the context of the 2025 property-tax breakdown, where the City of Salina accounts for 29.417 mills, or 21.1% of the total 139.172-mill levy. The majority of the tax burden is carried by other entities: USD 305 at 55.3 mills (39.7%), Saline County at 40.112 mills (28.8%), followed by the Airport Authority, the Public Library, the Extension District, and the State of Kansas.
