At Tuesday's County Commission meeting, Commissioners considered a Bid Acceptance for 2023 Hot-Mix Asphalt Pavement, Crack Repair, and Shouldering.
Request for Action
Commissioners discussed and took action on a Saline County Road and Bridge Department request to award the bid for Hot-Mix Asphalt Pavement, Crack Repair, Profile Milling, and Aggregate Shoulder Construction. Sealed bids were opened on March 20, 2023 at 11 am. Two bids were received.
The crack repair project on Farrelly Road, between Englund Road and Burma Road, was allowed to be bid independently from the other project location in hopes of having additional bids for this work. Pavement Pros was the low bidder for this location. Pavement Pros was also contracted to perform Saline Countyโs crack seal program. APAC-Kansas was the only bidder on all other work.
All asphalt and shouldering work must be completed by December 1, 2023. There will be no work allowed during wheat harvest.
Budget Impact
The funds for the HMA overlay, crack repair, milling, and shouldering work will be taken from the budgeted line item โContractual Asphalt Workโ. This line item has a current balance of $2.7M. Other contractual work to be taken from this line item include the chip seal, crack seal, and aggregate shouldering contracts.
In order to fully fund the 2023 Saline County asphalt maintenance program (HMA overlay, crack seal, chip seal, and aggregate shouldering), it was requested to use $227,886.44 of Saline Countyโs Federal Fund Exchange (FFE) dollars. These funds will be taken out of our 127 Account โ Special Highway Improvements.
In addition to the FFE dollars, Road and Bridge also requested $500,000 be used out of the Landfill Impact fund. This fund has a current balance of $720,384.33. Burma Road, from K-140 to Smolan Road will receive a 2โ asphalt overlay with this contract. This section of road is directly impacted by the landfill truck traffic.
The motion was approved 5-0.
