City Commission to Consider Approving Jerry Ivey Splash Pad, Downtown Hotel Study Session at Monday Meeting

Regular meeting at 4 p.m. follows 3 p.m. study session on downtown hotel proposal

The Salina City Commission will convene Monday at the City-County Building for a study session on a downtown hotel proposal followed by a regular meeting addressing park improvements, development agreements, and housing initiatives.

The study session begins at 3 p.m. in Room 107 at 300 W. Ash, focusing on a downtown hotel proposal. The regular meeting follows at 4 p.m.

Major Park Investment

Commissioners will consider authorizing $709,165 for the design, purchase, and installation of a splash pad at Jerry Ivey Memorial Park. The project authorization would allow the City Manager to proceed with the purchase and installation once all prerequisites under the purchasing policy are fulfilled.

This represents the latest chapter in a prolonged effort to replace the Jerry Ivey Memorial Park splash pad. The original splash pad was found to have significant underground plumbing issues during preparations for the 2024 season opening, requiring full replacement while the other two city splash pads at Centennial and Hawthorne parks operated normally.

According to Parks and Recreation Director Jeff Hammond, the city initially planned to integrate a new splash pad with water feature and police officer memorial projects. However, when the combined project went to bid, the city received only one proposal that came in significantly higher than budgeted, leading commissioners to reject the bid in January 2025.

The current $709,165 bid is a considerable savings from the original project bid back in January.

Technology Contract Consolidation

The commission will review authorizing the City Manager to enter into an Axon Master Service and Purchasing Agreement with Axon, Inc. This agreement would consolidate separate existing contracts with the technology company, which provides law enforcement equipment and software solutions.

Development Business

Several development-related items are scheduled for consideration:

Aero Plains Development Amendment: Commissioners will review Resolution No. 25-8311 adopting Amendment No. 3 to the Building Kansas, LLC Development Agreement, along with Resolution No. 25-8312 supporting an amendment to a Moderate Income Housing grant agreement between Kansas Housing Resource Corporation and the city regarding Building Kansas, LLC.

Sign License Agreement: Resolution No. 25-8310 would authorize the mayor to execute a license agreement with Building Kansas, LLC for installation of a sign in the center island at the intersection of Centennial Road and Lindbergh Lane.

Housing Tax Credit Support: The commission will consider Resolution No. 25-8309 proclaiming support for KC Development, LLC's application to submit a Kansas Housing Investor Tax Credit application for properties in the Stone Lake Addition.

Planned Development District Amendment: Ordinance No. 25-11257 would amend the Pioneer Presidents' Place Planned Development District.
