City Commission Approves Cedar Point Addition Bid

At Monday's City Commission Meeting, Commissioners considered the award of bid for Project No. 22021, Cedar Point Addition, for water, sanitary sewer, street, and drainage improvements to TRR, Inc. dba T&R Construction (T&R) of Salina in the amount of $969,409.19 with a $48,500 (5%) construction contingency for a total project authorization not to exceed $1,017,909.19 and authorize the City Manager to execute a contract with T&R upon fulfillment of all prerequisites under the bid documents.

BACKGROUND: On March 6, 2023, the City Commission authorized Resolution No. 23-8115 related to establishment of a special improvement district for Cedar Ridge Drive, water, sanitary sewer, street, and drainage improvements in Cedar Point Addition and authorization for city staff to accept bids for the improvements.

The Notice to Contractors was published in the May 7, 2023, edition of the Salina Journal and the City website, Bids & Purchasing, Requests tabs. The plans and project manual were placed on the Salina Blueprint plan room for interested contractors to view and purchase. Two contractors and two plan rooms were listed as plan holders.

The bid opening was held on Thursday, May 25, 2023, with the following result:

T&R has successfully performed work for the City including similar improvements for Cedar Ridge Addition, Phase 2, Stone Lake Phase 2, and via a development agreement for the Wheatland Valley Improvements.

The Cedar Point Addition will be served by two cul- de-sac streets, Cedar Point Court and Cedar Point Place. This project will also improve Cedar Ridge Drive to collector street standards to the eastern boundary of this subdivision. The City is developing plans for the improvement of the remaining portion of Cedar Ridge Drive to Markley Rd. That project is expected to open for bid in mid-July. The Cedar Point Addition is a twenty-two (22) lot subdivision with lot sizes ranging from 10,797 ft2 to 24,882 ft2 with the average lot size of 15,698 ft2. Four of the largest lots back up to the Salina Municipal Golf Course.

FISCAL NOTE: Resolution 23-8115 approved a probable cost of the assessed improvements in the amount of $1,382,204.72. The bid amount from T&R is nearly $99,000 less than the estimate of cost from the preliminary engineering report. One hundred percent (100%) of the total estimated assessed costs of $1,157,888.83 (including the 5% contingency) are to be levied against the improvement district, with a per lot assessment estimated at $52,600 ($220/mo). This project will be financed through a temporary note, and rolled into long term bonds when construction is completed and costs finalized. Property owners will have the opportunity to pay the assessment in full prior to the bond issue. If they elect not to do so, the assessment plus related interest costs will be spread up to 20 years in equal annual installments.

The motion to approve the construction bid award for Cedar Point Addition to TRR, Inc. dba T&R Construction in the amount of $969,409.19 with a $48,500 (5%) construction contingency for a total project authorization not to exceed $1,017,909.19 and authorize the City Manager to execute a contract with TRR, Inc. dba T&R Construction upon fulfillment of all prerequisites under the bid documents passed 3-1. Commissioner Longbine dissented, while Commissioner Lenkiewicz was not present.
