Breed-Specific Legislation Challenge Advances: Commission Must Decide Repeal or Ballot

Salina, KS — A petition seeking to repeal Salina’s breed-specific legislation (BSL) has been officially certified by the City, formally advancing the issue to the Salina City Commission.

Salina’s BSL ordinance places restrictions on ownership of certain dog breeds, primarily those classified as pit bull–type dogs. Supporters of repeal argue the ban is outdated and ineffective, while others say it is necessary for public safety. The certification now requires the City Commission to act.

Petition organizers Tyler Sartain and Debrah Corrales released the following joint statement:

“We are excited to announce that the City has certified the petition, and it will now move to the next steps, which is the City Commission. They will have to decide whether to lift the ban or put it up for a public vote, which will cost an estimated hundred thousand dollars and would take place next year. We are thrilled that our petition made it this far and we are waiting to see what the City Commission will do. We want to thank everyone who signed the petition and all of our supporters.”

Under state statute, the City Commission must now choose one of two paths:

  1. Repeal or amend the breed-specific ordinance directly, or
  2. Refer the matter to a citywide election, estimated to cost approximately $100,000.

A date for the Commission’s discussion and vote has not yet been announced. Additional details regarding public comment opportunities are expected in the coming weeks.
