Salina City Commission Approves Changes to the City of Salina Personnel Manual


The City of Salina proposed substantial revisions to its Personnel Manual for changes aimed at enhancing its status as an "employer of choice" in the community. Natalie Fischer, Director of Human Resources, presented the revisions, which included adjustments to the probationary period, skill competency-based pay, shift differential pay, and vacation policies.

The comprehensive review involved collaboration with a pay plan consultant and feedback from employee focus groups, addressing concerns raised during City Commission Strategic Planning sessions. The proposed amendments covered a wide spectrum, from work regulations to whistleblower protection and tuition reimbursement.

The fiscal impact is acknowledged as challenging to predict, with estimated expenses covering various components such as shift differential pay and call-back pay rate increases.

The City Commission approved Resolution No. 24-8183 with a 5-0 vote.
