SALINA, Kan. β A group of Salina residents has initiated a petition drive seeking the recall of certain Salina City Council members following an ongoing legal dispute over a mural depicting the Cozy Inn, a longstanding local business.
The mural, partially completed on the exterior of Cozy Inn in downtown Salina, was intended to honor the Cozy Innβs historical significance in the community. Work on the mural was halted after legal action was taken by the City of Salina concerning the muralβs compliance with city code and signage regulations.
According to public statements and city records, the legal dispute has resulted in more than $600,000 in city spending on legal fees and associated costs as of May 2025. The mural remains incomplete.
Kindel Lynn Culver, a Salina resident involved in the petition effort, told Salina311 that she believes the spending and unfinished mural reflect a misalignment between city leadership and public priorities. In a written statement, Culver cited concerns about fiscal responsibility and public representation as key motivations for the recall campaign.
The petition seeks to trigger a recall election for council members involved in the decision-making surrounding the litigation. Organizers say their goal is to replace them with officials who will prioritize community input and cultural preservation.
As of this publication, the City of Salina has not issued new public statements on the status of the legal proceedings or on the recall effort.
The Cozy Inn, established in 1922, is considered one of Salinaβs most recognized businesses and has been the subject of national media coverage for its longstanding tradition and distinctive six-stool counter.
The recall petition process is governed by Kansas state law and requires a specific number of valid signatures from registered voters within a defined timeframe. If the threshold is met, a special election would be scheduled.
No timeline for a potential recall vote has been announced.
