City Commission Approves Changes to City Code
During Monday's City Commission Meeting, the Commissioners deliberated the potential changes to Chapter 38, Article I of the City of Salina Code. This proposed alteration involves the adoption of the 2023 Ordinance for Kansas Cities, as released by the League of Kansas Municipalities.
Background Information: The League of Kansas Municipalities annually publishes the Standard Traffic Ordinance for Kansas Cities (STO). This handbook closely follows the Kansas Uniform Act Regulating Traffic on the State's Highways and serves as the principal guide for traffic enforcement by the Salina Police Department. The 2023 edition of the STO handbook has been released by the League, incorporating adjustments to the state's uniform traffic laws made during the 2023 legislative session.
Adoption of the Ordinance: As a reminder, the proposed ordinance includes the City's established local amendments to the STO as published. These local amendments are as follows:
- Section 4, "Authority of Police," is revised to encompass community service technicians, parking officers, and other officials designated by the City Manager as authorized individuals to enforce the provisions in Article 13 pertaining to stopping, standing, and parking.
- Section 33, "Maximum Speed Limits," is modified to define specific speed limits for parks (15 mph), school zones (20 mph), and alleys (10 mph).
Section 85, "Stopping, Standing, or Parking Prohibited in Specified Places," is updated by introducing the following sub-sections:
- (a)(12), prohibiting stopping, standing, or parking a vehicle alongside the curb of a street where the curb is painted yellow.
- (a)(13), prohibiting stopping, standing, or parking a vehicle fully or partially upon any area of the public right-of-way outside the curb of a street.
- (a)(14), prohibiting stopping, standing, or parking a vehicle within a marked bicycle lane.
3. Section 114.4, "Unlawful Operation of a Golf Cart," is amended by adding (a)(4), which prohibits the operation of a golf cart on any public sidewalk.
The motion to approve the Ordinance on its first reading received a 5-0 vote.
